If someone wants to write the command to change video speed with ffmpeg losslessly I'd also appreciate it. Changing video speed is lossless, only the metadata gets updated there, no re-encode required. Keep in mind that changing the audio speed is a lossy operation (again, maybe mkvmerge can do it losslessly by changing metadata), so only do it for the final file. You can do this using ffmpeg, but that requires extracting the video stream to its own file, and then mux it back in with the new speed set, since ffmpeg can't change the framerate without re-encoding AFAIK. Then to fix the video, I use mkvmerge (you can do this using the gui, maybe the audio stretching too). First, I change the sample rate of the audio, the value you see is calculated by ((24000/1001) / 25) * 48000. I use this to fix the audio and video of some PAL DVDs I have.
